Tweak check_webkit_style to prevent Blink-vs-Chromium style regressions

After landing the Big Blink Rename CL, we should work on tweaking third_party/WebKit/Tools/Scripts/webkitpy/style/checkers/cpp.py to complain if future CLs introduce Blink-vs-Chromium style regressions.

Possible checks:
- disallow "m_" and "s_" prefixes
- disallow camelCased function/method names and variable/param names
