Steps To Reproduce:
(1) Click keyboard icon in tray
(2) Change keyboard layout (e.x. US -> Dvorak, or Dvorak -> US)

Expected Result:
Change keyboard layout to selected layout

Actual Result:
Monitor goes blank, then brings up an empty Chrome window with option to restore session

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?
Got to settings->language and input settings
1) remove desired layout
2) add desired layout back

Please provide any additional information below. Attach a screen shot or
log if possible.
Tried with multiple accounts, same result. Also crash's same way when in the login screen.
