Three finger horizontal scroll is hard to move a single tab

Issue description

Chrome Version: (56.0.2924.28 (Official Build) beta (64-bit) samus
OS: Chrome

What steps will reproduce the problem?
(1) Open a chrome window
(2) fill it with a lot of tabs (20ish)
(3) use 3-finger gesture to shift between tabs

What is the expected result?
Should be easy to move just one tab or easily target a specific tab.

What happens instead?
A faint glow appears in the tabstrip indicating the tab that's about to be switched to. This works well with only a few tabs open but is too fast to provide good control with many tabs open. If a user swipes without noticing the highlight (hard to see) they are most likely to just hit the first tab on the strip.

Making the highlight more visible and tuning the acceleration to be proportional to the number of open tabs would make this far more usable.

I think this is a UI issue. We generate the events and pass them to Chrome. We already apply acceleration to them, so I'm not sure what more can be done, tho.

Yes, I can take care of this.
I suspect it's been this way forever. I vaguely recall when davemoore@ was working on it that it didn't work too well if you had a lot of tabs.

Make the tab scrubber speed proportional with the number of tabs

When the number of tabs increases, tab scrubbing speed becomes too fast
that it's very hard to target a specific tab.

This CL makes the speed proportional with the number of tabs.

BUG= 678316 
TEST=When you add a lot of tabs, tab scrubbing is still easy.
