Developers don't know how to detect WebView version and how to guide users to the correct Play link to update WebView.

This is non-trivial because depending on device type WebView can be provided by different packages. There are two versions of WebView apks, one for AOSP and one for Google version. Starting with Android N, WebView can also be provided by Chrome apk.
