PDF Submit button doesn't work in Chrome

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. it works in native pdf viewer (acrobat 9 / pro dc)
2. it works in internet explorer (omg)
3. it does not work in chrome, because you don't support PDF anymore?   I would like an alternative... how can our users submit a form to our website/webserver/mailbox

What is the expected behavior?
submit a form

What went wrong?
it doesn't submit the form

Did this work before? Yes chrome before you stopped supporting pdf 

Does this work in other browsers? Yes

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 24.0 r0

Tested this issue on Windows-10 using chrome latest stable M55-55.0.2883.87 by following steps mentioned below.

1. Navigated to attached pdf file
2. Entered some values in the empty fields 
3. Clicked on Email button available at the end of the page
4. Observed no response.

Reporter@ Could you please confirm the above steps is the right way to reproduce this issue? Could you please let us know approximately on which chrome version it was working. I have tested this issue on chrome #45.0.2454.101 and #50.0.2624.0 observed similar behavior.

Yes, these are the exact steps. I Googled this issue (ironic) and it is a well known problem since Google decided to not support the Adobe plugin anymore and implemented their own. There are ways around it, but I can't ask my website visitors to follow a complete step-by-step programme to submit a simple pdf. 

I'm using: Version 55.0.2883.87 m

Removing the M-57 label as this is not a new issue.
Nope, definitely not new, but it has been issue for several updates now. Is there a reason why? Or a good alternative?

What is the email button suppose to do? Open an email client with a pre-filled email that has an attachment with the form data?
That, or submit a copy to the server where it is hosted. Or send it like an online form (contact form). 
It would be ideal to fill in information, press submit, be done. The form is then emailed as attachment (automaticcaly) to the host.
