Regression: Large dropdown buttons are seen on reloading chrome://md-settings

Issue description

Chrome Version: 56.0.2924.51 beta
OS: Ubuntu 14.04,Windows 

What steps will reproduce the problem?
(1)Go to chrome://md-settings >> Open devtools and emulate to iphone 6 plus.
(2)Reload page and close devtools. Observe Fontsize,Page zoom dropdown buttons 

Expected: Size of drop down buttons should not increase.
Actual: Instead enlarged buttons are seen.

This is a regression issue broken in M56.

Able to reproduce the issue on Mac 10.12.2 using 56.0.2924.51.

Using the per-revision bisect providing the bisect results,
Good Build: 55.0.2883.0 dev (Revision : 423768)
Bad Build: 56.0.2884.0 dev (Revision : 424021)

You are probably looking for a change made after 423970 (known good), but no later than 423971 (first known bad).

Emulating iPhone from the DevTools, causes some logic depending on the user agent string (guessing inside Polymer) to mess up the CSS variables, see attachment. MD Settings only runs on Desktop, not mobile, so I think this bug is borderline between P3 and WAI.
