Regression: Scroll bar is seen overlapping with the text in Task Manager

Issue description

Chrome Version: 57.0.2970.0/9148.0.0 dev-channel Samus,Gnawty and Parrot
OS: Chrome

What steps will reproduce the problem?
(1) Sign in to user>> Open Task Manager (Search + Esc)>> try to scroll and observe

Expected: Scroll bar should not be seen overlapping with the text
Actual: Instead scroll bar is seen behind the scroll bar and it seems overlapping with the text

This is a Regression issue as issue is not seen in 54.0.2840.101/8743.85.0 Stable-Channel Samus

This is the expected behavior with overlay scrollbars.
