Regression: Misalignment of the CC pop up menu is observed in media 'Dynamic-controls'.

Issue description

Chrome Version: 57.0.2970.0 (Official Build) eafbd71d2e7eda209965d66a540d596038edd68c-refs/heads/master@{#441083} 32/64 Bit.
OS: Mac (10.11.6, 10.12.1, 10.12), Windows (7,8,8.1,10), Linux (14.04 LTS)

Steps:
1. Launch chrome and navigate to https://mounirlamouri.github.io/sandbox/media/dynamic-controls.html
2. Click on 'CC' button on Video box and observe the position of the pop up menu.

Actual Result: CC pop up menu is misplaced.

Expected Result: Position of the CC pop up menu should be proper.

This is regression issue broken in 'M 55', will soon update the other info.

Manual bisect info:
Good Build No: 55.0.2876.0
Bad Build No: 55.0.2879.0

Note: Issue is not seen on Firefox.

Bad build: 55.0.2879.0 (Revision: 422347).

You are probably looking for a change made after 422318 (known good), but no later than 422319 (first known bad).
