Dino page unfriendly for users without mobile data |

Issue descriptionIn looking through user feedback reports, I see a large number of reports from users hitting the dino page when trying to use Chrome when they have (apparently) run out of mobile data. Examples linked below. The problem is as follows: This is the only page you see when you run out of mobile data, and it's not that helpful. There's no indication that you can do anything to fix this problem. No other content (offline data, downloads, etc.) are surfaced. Ideally, we could even provide information here on how to recharge mobile data based on on the carrier on the user's SIM.
