disambiguous popup sometimes dismiss itself

I noticed this recently in Chrome Dev, M57.

When I tap on the links where it triggers disambiguous popup, sometimes it flashed to dismiss. So I can't follow the link. See attached video for an example.

When this happens, reload doesn't fix the issue. And it seems happen to all the links in the page. While opening the same url in another tab doesn't repro the issue.

The page looks like it scrolls horizontally by ~1px in the video when you tap, might be related.  I haven't been able to repro the problem locally, so far.
