There are multiple user feedback reports that dev tools is telling the user to disable Data Saver, linking to:

Two problems:

1) Some users say they don't have Data Saver enabled. I am not sure what is causing this logic to trigger, nor why it is triggering in the first place - can someone from the devtools team comment?

2) The above article does not explain how to disable Data Saver.

We should fix both problems, of course, but first I'd like to question why devtools is warning users in the first place.
