Dropdowns on Picklists not actually showing options

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Go to any website with dropdowns (including this bug report site and try to click on the dropdowns... can't do it... just have the option to arrow down to select new options)
2.

What is the expected behavior?
Show all the expected options to allow you to click it.

What went wrong?
When clicking on the dropdown box, nothing happens (nothing appears).  This happens in both Chrome and Incognito mode (eg. no plugins)...  Sometimes it is intermittent in Incognito and doesn't work in regular chrome at all (have reset cookies and cached files twice).

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes Recent regression.... 

Does this work in other browsers? Yes

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

This is happening on multiple sites for me.  Anything with a dropdown is not working.

Actually.  Steps to reproduce.

Clear cookies and files.  
Shut down Chrome
Open Chrome
Open Incognito window
In Incognito, go to https://www.tesla.com/new and try to use the drop down box

The intermittent aspect of incognito I think was tied to it picking up cookies from non-incognito mode (eg. open the tesla site in both incognito and regular... while regular will not work, incognito may eventually work once it picks up the cookie/files from the non-incognito mode).

Unable to reproduce this issue on windows 10 with chrome version #55.0.2883.87,
Observed that in normal and incognito windows dropdown is working fine,
Attaching a screencast for your reference 
Could you please try the same scenario with clean profile with no apps/extensions and let us know your observations.

It looks like there were 3-4 running chrome processes (despite no active windows).  When I closed them all down, the dropdowns began to work so my guess is there was some type of race / bad interaction between the various processes yet there was only 1 actual chrome window open.  Thanks
