Keyboard navigation always dives to the most detailed level. ChromeVox and minus doesn't work

Issue description

Chrome Version       : 55.0.2883.87 m
Chromevox version : 53.0.2784.2
OS Version: Windows 10 Home
URLs (if applicable) : NA
Other browsers tested:

I set Ctrl-Alt to be the ChromeVox keys.

Then when i try to navigate, using the Ctrl-Alt + Down key, I immediately end up at character level of detail. If I click elsewhere on the page ChromeVox will focus on a lesser level of detail but as soon as I use the Up/DOWN keys to move the focus dives down to the character level.

When i try to go to a less detailed level with Ctrh-Alt + minus, nothing happens. Ctrl-Alt + equals works fine.

Please help me, this issue has reoccurred on multiple windows machines and 
I have never been able to explain ChromeVox to my visually challenged son as a result of this.
