Implement EXT_float_blend extension behind a flag |

Issue descriptionThe EXT_float_blend extension in https://www.khronos.org/registry/webgl/extensions/proposals/EXT_float_blend/ allows blending to be done with 32-bit floating-point color buffers. This extension's been in the proposed state for a while. Now that WebGL 2.0 is shipping, it would be a good time to prototype it. It can be supported on desktop OpenGL, at least. Not clear if any OpenGL ES implementations are exposing it yet.
