Reduce the increment/decrement value for sliders

Issue description

Chrome Version: latest dev build
OS: Android 7.x

What steps will reproduce the problem?
(1) Start TalkBack via Settings -> Accessibility -> TalkBack.
(2) Open Chrome and load the example at http://www.w3schools.com/jsref/tryit.asp?filename=tryjsref_range_get
(3) Swipe to the "range" control and adjust its value with volume keys.

What is the expected result?
The value should be incremented by 5% or, better yet, by the value specified in the "step" attribute.

What happens instead?
The value is modified by 20%.

Victor, I thought 20% was what native Android sliders do?

Starting from Nougat it's 5%.
Also, playing embedded Youtube videos is pretty hard with the current value as the slider jumps by a huge value when moving backward or forward with TalkBack.

Android accessibility: adjust sliders by 5%

When accessibility service would send and increment or decrement action, the slider would adjust by 20%. This value was huge and is decreased to 5% in this CL.
