Shrink SVGAnimatedPropertyBase?

SVGAnimatedPropertyBase is showing up on nytimes.com as one of the larger consumers of memory[1]. This bug is for investigating putting SVGAnimatedPropertyBase on a diet.

One possibility is to not store the attribute name on every animated property but instead statically lookup the attribute name given the context element.
