Cannot change window state via chrome.windows.update when it is minimized

Issue description
UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36
Steps to reproduce the problem:
1. call chrome.windows.update(id, {state: "normal"}) for a window with state=minimized
What is the expected behavior?
the window's state become "normal"
What went wrong?
On Linux: the window's state is still "minimized" (WRONG)
On Windows ans macOS: the window's state gets "normal" (OK)
Did this work before? Yes 54
Does this work in other browsers? N/A
Chrome version: 55.0.2883.87 Channel: stable
OS Version: Linux Mint 17 Qiana
Flash Version: Shockwave Flash 24.0 r0
Chrome versions for Windows and macOS work as expected. I'm attaching a test addon which shows alert with the resulting state after attempting to update a window's state to "normal".

Able to reproduce the issue on Linux Ubuntu-14.04 using chrome stable version 55.0.2883.87. This is non-regression issue observed from M-35 # 35.0.1916.150. Hence marking it as Untriaged to get it addressed. Note:Issue in not seen in Windows-7 and Mac-10.12.2 Thanks.

Able to reproduce on Linux Ubuntu-16.04 using Chrome stable version 56.0.2924.87 (64-bit). Any chance this will be corrected in a future build?
