I don't think we can let people create their own queries for our data right now. We can create saved queries and share them publicly, but people can't edit the SQL. (The option for saving a query says "Public (Anyone with the link can view, but not edit)").

Another option could be to turn our data into a 'public dataset.' More on that here: https://cloud.google.com/bigquery/public-data/. I'll send a note to bq-public-data@google.com to see what's possible.
