Regression: [MD Settings] Spacing/Overlapping issue of tooltip is observed on 'Add languages' overlay.

Issue description

Chrome Version: 57.0.2970.0 (Official Build)eafbd71d2e7eda209965d66a540d596038edd68c-refs/heads/master@{#441083} 32/64-bit.
OS: Windows (7,8,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/languages and expand it.
2. Click on 'Add languages' button to open 'Add languages' overlay.
3. Hover the mouse pointer on languages from bottom to top and vice-versa and observe.(Refer video)

Spacing of tooltip is not proper (Bottom to top) and tooltip text overlaps with mouse pointer(Top to bottom).   
Spacing of tooltip should be proper with no overlapping.

This is a regression issue, broken in M-54 series, below is manual regression range.

Good build: 54.0.2839.0 
Bad build: 54.0.2840.0 

Note: To reproduce the above issue frequently, repeat the Steps-3, 2-3 times.

Issue is still seen on mac os 10.12.2 using latest chrome canary M57 #57.0.2980.0 .

@michaelpg-- Could you please take a look into this.

the tooltip goes where the mouse is. the click target here is tall, so a new tooltip can appear very close to where the old tooltip was when moving the mouse from the bottom of one item to the top of the one below it, or the reverse.

That's kinda how the web works. But someone could look into putting the tooltip on a smaller target if we want.

this is probably just an issue positioning tooltips with i18n content, maybe?

are you sure this is a problem on Mac?
