Issue descriptionChrome Version:57.0.2970.0 dev OS:Ubuntu 14.04,Windows What steps will reproduce the problem? (1)Launch chrome and go to https://www.youtube.com/ (2)Zoom-out the page to 25% (3)Click on sign in button to open Sign in page and Observe.(Refer video) Expected Result:Sign in page should be in normal zoom level. Actual Result :Instead, page in zoomed-out. Note:After Step 3, Press Ctrl+0 to get normal zoom, which is also not working. This is a Regression issue broken in M-56. Using the per-revision bisect providing the bisect results, Good Build:56.0.2902.0 (Revision : 427892) Bad Build :56.0.2903.0 (Revision : 428231) You are probably looking for a change made after 428083 (known good), but no later than 428084 (first known bad).
