'Add to homescreen' popups should not be enabled by default

Steps to reproduce the problem:
Got to any website catered to android user demographic, see 'Add to homescreen' popping up

What is the expected behavior?
Popups not being shown

What went wrong?
There should be an option in settings that turn these popups on for people who want to use webapps. They shouldn't be enabled by default. They shouldn't be bothering non-advanced users or be annoying during everyday browsing.
