What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://settings/cookies
2. Now resize the browser window from bottom to up such as vertical scroll bar is seen on 'cookies and site data' overlay.
3. Now drag the scroll bar up/down using mouse cursor,observe

Actual: Vertical scroll bar gets stuck while dragging it up/down using mouse cursor
Expected: Vertical scroll bar should not stuck while dragging it up/down using mouse cursor

This is regression issue, broken in ‘M 53’ and below is manual regression and narrow bisect info:
Good build : 53.0.2758.0
Bad build : 53.0.2759.0
