Regression : Scroll bar disappears while dragging it in 'Sources' section of devtools.

Issue description

Version: 57.0.2970.0 eafbd71d2e7eda209965d66a540d596038edd68c-refs/heads/master@{#441083} (64-bit)
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools and press 'Esc' key to open console drawer.
2. Now go to 'source' section and expand 'XHR Breakpoints' and click on 'Add Breakpoints' such as scroll bar is seen
3. Now try dragging scroll bar downwards,observe

Actual: Scroll bar disappears while dragging it downwards. 
Expected: Scroll bar should not disappear while dragging it downwards. 


This is regression issue, broken in ‘M 56’ and will soon update other info :
Good build:56.0.2888.0
Bad build: 56.0.2891.0
