elelemt with border-radius and odd width incorect make incorrect effect

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.95 Safari/537.36

Steps to reproduce the problem:
1. set element with width: 3px;height: 15px;
2. set element with border-radius: 21px;
3. run on firefox get correct effect, but on chrome not

What is the expected behavior?

What went wrong?
maybe tiny width and large border-radius is the key

Does this work in other browsers? Yes

Chrome version: 55.0.2883.95  Channel: stable
OS Version: OS X 10.11.6
Flash Version: Shockwave Flash 24.0 r0

Status: WontFix (was: Unconfirmed)
These render identical on FF and Chrome.
This is a very small difference.
Please check it carefully.
border-radius make no effect on chrome.

  margin-top: 10px;
  width: 3px;/* with odd number width get incorrect effect */
  height: 15px;
  background-color: #DBB668;
  border-radius: 21px;
