Screen flickering when hovering over HTML5 videos with controls turned on

Reported by varga.cs...@gmail.com, Jan 2 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. turn on the video control on any video
2. hold the mouse over the video until the control dissappears

What is the expected behavior?
the control overlay just simply disappears

What went wrong?
the page flashes once when the control disappears about 1 times out of 5

I've attached a screenshot captured on the original page compared to what should be seen.

Did this work before? N/A

Does this work in other browsers? Yes

Chrome version: 55.0.2883.87 Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

On the original page there were only 5 five videos but that page was more robust so the problem occured more frequently. Seems like it occurs more often when more videos are loaded.

Sorry, i was telling it wrong, but i've captured a video. Here it is. Unfortunately it did not recorded the cursor, but i was just hovering over the videos one by one.

Seems to be compositing related. If you run Chrome with --disable-gpu do you see this issue?
Could you also attach a copy of chrome://gpu from your computer?
I still see the issue when running chrome with --disable-gpu.

varga.csaba.portfolio@gmail.com, would you be able to attach a copy of the chrome://gpu output?

This may be a tile management issue, but unable to reproduce.
I've attached the gpu output in comment 8.

I'm unable to reproduce the issue on Chrome Canary 58.0.3013.0.
Cleaning up "Needs-Review" label as we are not using this label for triage. Ref bug 684919

There looks like a cluster of flashing bugs that have been filed recently: issue 677832 , issue 677153, issue 677899. Most are Mac, but some are Windows.
