Back / Forwards history buttons retain shadow/highlight after tab change, even when not appropriate

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.75 Safari/537.36

Steps to reproduce the problem:
1. Open two tabs, play around on the second tab to build some history.
2. Hover over the forward button on the second tab, which causes the button to get a shadow/highlight.
3. Use a keyboard shortcut to change to the first tab (e.g. CTRL+SHIFT+TAB, or CTRL+1).
4. Note that the shadow/highlight remains, even though the first tab has no history and the forward button is greyed out.

What is the expected behavior?
The shadow/highlight should disappear after the tab change.

What went wrong?
The shadow/highlight doesn't disappear after the tab change.

The highlight does disappear after the mouse moves off of it, though.

Able to reproduce the issue on the latest stable(55.0.2883.87) and the latest canary(57.0.2970.0) on Windows-10 and Linux Ubuntu 14.04. Works fine on Mac OS 10.12.2.

Regressed in M-53.

Last good build: 53.0.2764.0
First bad build: 53.0.2765.0
