Issue descriptionChrome Version: 57.0.2969.0 dev OS: Ubuntu 14.04,Windows Test URL: http://toolsqa.com/selenium-training/ What steps will reproduce the problem? (1) Launch chrome and go to http://toolsqa.com/selenium-training/ (2) Scroll down using mouse wheel till enrolment form >> Now scroll up again using mouse wheel and observe. [Please refer video] Expected: No flickering should be seen on scrolling upwards. Actual: Instead page flickers on scrolling. This is a regression issue broken in M56. Will provide bisect info soon.

This is another scroll anchoring content-shift feedback loop. At the sticky header threshold, the page makes DOM changes inside the .header-bar element (moving #primary-menu into #phantom which is position:fixed, and setting display:none on .branding > a). The website can avoid this by adding padding to avoid the content shift, or by opting out of scroll anchoring.

We don't currently have plans to address this in the browser. Scroll anchoring has a known risk of breakage in a small subset of broken sticky-header implementations. I'm tagging these reports with the Scroll-Anchoring-Regressions label. We will monitor the list (https://bugs.chromium.org/p/chromium/issues/list?can=1&q=label%3AScroll-Anchoring-Regressions) as scroll anchoring rolls out. If it grows too large we may unship the feature, but I don't think we're at that threshold yet.
