Regression: Default cursor is not seen for Email address field after clicking on 'Sign in to chrome' button

Issue description

Chrome Version: 57.0.2969.0 (Official Build)9d1a05815549df9a90f4383645564d7160850901-refs/heads/master@{#441040}-32/64 bit
OS: Windows(7,8,8.1,10),Linux (14.04 LTS)

Steps:
1. Launch Chrome, click on Avtar icon then click on 'Sign in to Chrome'
2. Observe sign in overlay

Actual: Default cursor is not seen for 'Enter your email' field after clicking on 'Sign in to chrome' button

Expected: Default cursor should be seen for 'Enter your email' field after clicking on 'Sign in to chrome' button

This is a regression issue, broken in 'M-57', will soon update the other info:

Good Build: 57.0.2959.0
Bad Build: 57.0.2960.0

Note: Above issue is not seen for Mac OS.

Using the per-revision bisect providing the bisect results,
Good build: 57.0.2959.0 (Revision: 440307).
Bad build: 57.0.2960.0 (Revision: 440547).

You are probably looking for a change made after 440505 (known good), but no later than 440506 (first known bad).

Tested the issue on Latest Canary# 57.0.2978.0 on Windows and Linux and is still reproducible.
@msarda -- Could you please look into the issue and update.

This will be fixed by CL https://codereview.chromium.org/2619963003/ as it changes back the way we display the modals sign-in view.
