chrome does not keep status of plugins between user sessions

Reported by steffz...@gmail.com, Jan 2 2017

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9000.29.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.28 Safari/537.36
Platform: 9000.29.0 (Official Build) beta-channel edgar

Steps to reproduce the problem:
1. Visit chrome://plugins/ and disable Native client and Flash
2. Log out, and log in again
3. Visit chrome://plugins/ and observe that the status from step 1 is lost

What is the expected behavior?
This status used to be persistent in older releases, as it should be.

What went wrong?
Security relevant browser settings are reset to defaults without asking or informing the user.

Did this work before? N/A

Chrome version: 56.0.2924.28 Channel: beta
OS Version: 9000.29.0
Flash Version: Shockwave Flash 24.0 r0

Furthermore, disabling flash through

Einstellungen->Datenschutz->Inhaltseinstellungen->Flash->Ausführen von Flash für Websites blockieren

does not in fact block the flash plugin, the flash content is still played, without click or confirmation prompt. Only through chrome://plugins/ is it actually possible to disable Flash.
