UI hung on additional windows, but web page is working.

Issue description

Chrome Version       : 55.0.2883.87 m (64-bit)
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: PASS
    Firefox: PASS
         IE: PASS

What steps will reproduce the problem?
(1) Open Chrome
(2) Press CTRL+N, or move tab with existing url to create second window
(3) Second window hung, I can navigate through html page, bu UI dosn't work. I can't move second window, minimalize, change tab, write new url, etc .. First window is ok. I can move it nad navigate it.


What is the expected result?

Second and next windows should be navigate, I should put new url or move window.


What happens instead?

New windows UI hung. As I wrote I cant navigate through UI, the keyboard-shorts are working like CTRL-F4, Tab, CTRL+N. But cant do those things through mouse and UI. UI freeze or hung. I cant go to menu.
In seconed window besaide UI is hung I can see web page and all links work fine. So I can go to other page, read them etc .. but I can do any action on GUI.
I see that there is the same problem with popups which are shown in first instance.
First instance of chrome work fine, UI and HTML View.



Please provide any additional information below. Attach a screenshot if
possible.

OS: Windows 7
I've seen problem in December 2016
I'm attaching dump files

I reinstall chrome, delete Users/../google.. folder but the problem still exist.

For graphics-related bugs, please copy/paste the contents of the about:gpu
page at the end of this report.

Unable to reproduce this issue on Windows-10 using chrome latest stable M55-55.0.2883.87 by followings steps mentioned in the original comment, Observed no hanging on the second window and the mouse input works as expected. 

Might be specific to GPU issue, Adding appropriate component for further triaging. Could any one please look in to this issue.

If anyone is interested I can set up Team View session to show problem. I think this issue may be conected with other OS components.

I disable hardware acceleration (using advance options from chrome menu) and the problem gone. 
If somebody like to investigate this issue, I can switch param on and send additional information..
