What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://history.
2. Now resize the browser from RHS to LHS such as 'You can clear your browsing data from this menu' tool tip appears.
3. Now zoom in the page to 150% and drag the scroll bar to RHS,observe

Actual: Unwanted white blank space is seen after dragging scroll bar to RHS  
Expected: Unwanted white blank space should not be seen after dragging scroll bar to RHS   

This is a non-regression issue, seen from M-55 series as 'You can clear your browsing data from this menu' tool tip appears from build # 55.0.2868.0
