getUserMedia: --use-fake-device-for-media-stream commandline flag no longer works

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/53.0.2785.143 Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
1. start chrome with --use-fake-device-for-media-stream
2. go to https://webrtc.github.io/samples/src/content/getusermedia/gum/
3. 

What is the expected behavior?
the green pacman video appears

What went wrong?
the real camera is used. Calls to getUserMedia fail on machines without a webcam and microphone.

Did this work before? Yes 56.0.2924.28

Does this work in other browsers? Yes

Chrome version: 57.0.2969.0  Channel: canary
OS Version: 
Flash Version: Shockwave Flash 16.0 r0

looks like my canary was running in background mode and therefore didn't start a new process. Still works as expected via selenium so WONTFIX please.
