Paint is not blocked for in-body non-external styles

The flag that allows for painting while external stylesheets loads also allows for painting while inline styles (or shadow-DOM styles like for <marquee>) are applied asynchronously.  It should ONLY allow for painting while waiting for external styles.

Turns out not to be an issue since the block/unblock of painting is done synchronously in the tree building.  The issue with the blocking of the parser is because the unblocking is posted asynchronously.  Re-working the other CL to handle the sync case better.
