Strange caret position while typing Asian characters like Korean.

Issue description
Chrome Version : version 57.0.2970.0 (64-bit)

Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
Safari: not tested.
Firefox: OK
IE: OK
What steps will reproduce the problem?
(1) type Korean and Latin letter alternatively in both address bar and search box.
(2) the caret position changes along with typing letter.
(3)
What is the expected result?
The caret(l) should always be at the end of the letter while typing Korean on Windows.
The caret's position should be consistent whatever letters I type.
What happens instead?
The caret is in front of the letter while typing Korean on Windows.
Please provide any additional information below. Attach a screenshot if
possible.

Tested on windows 10 using chrome M57 #57.0.2970.0 and issue is not reproduced. Steps tried to reproduce : Typed Korean and english letters alternatively in address bar using windwos touch keyboard. Attached screenshot for reference. @bc399dead-- Could you please check the attached screenshot and provide us the screencast of the steps to reproduce the issue and also the OS details , in which you are facing the issue. Actually, the issue is happening while typing Korean character before press Spacebar that makes the caret position to the end of sentence. Your screen shot is the same as mine. I mean the caret is positioning to the left of Korean character while it being to the right when typing Latin. The function about the caret position should be corrected so that it can handle the wide character appropriately. On android version of Chrome, it works consistently whatever I type. The caret is alway to the right of the letter while typing. Get Outlook for Android

Tested on windows 10 , windows 7 using chrome latest canary M58 #58.0.3026.0 and chrome stable M56 #56.0.2924.87 and issue is reproduced. Issue is seen from M40 #40.0.2172.0 and is a non-regression issue. Marking it as untraiged for further inputs on this. Note : Issue is seen only on windows. Thanks!
