Drag & drop in developer console stop drawing pages

Issue description

UserAgent: Mozilla/5.0 (Windows NT 5.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.112 Safari/537.36

Steps to reproduce the problem:
1. Open google chrome.
2. Open some page.
3. Press "Ctrl+Shift+i" or "F12".
4. Choose tab "Elements".
5. Select any html element in tree.
6. Try drag and drop selected element.

What is the expected behavior?
Current behavior:
* all processes of google chrome stop drawing content of all pages (including developer console);
* windows borders, tab bars and url bars still drawing;
* content of new tab is white; type url and press "Enter"; browser seems working, bug content of pages is white.
Only restart browser fix problem.
X uses mesa.

What went wrong?

ukrinus@ - Could you please confirm on which chrome version you are facing this issue? If you are working on M49-49.0.2623.112 could you please upgrade your chrome to latest stable M55-55.0.2883.87 and recheck for this issue, If issue still persists please provide the actual screen-shot for better understanding.
