Overhead of material design

Issue description

UserAgent: Mozilla/5.0 (Windows NT 5.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.112 Safari/537.36

Steps to reproduce the problem:
1. Top bar of "chrome://" pages is redundant.
2. Zoom is not human friendly (when zoom, top bar occupy approx. 1/3 of page, page content horizontal scrollable).
3. Very slow animation consume human time.

What is the expected behavior?
1. Merge "chrome://" pages top bar with browser's ui: place button on browsers url bar; use browser search (F3); remove top bar from page.
2. Use css media queries to fit page to user screen (test on various windows sizes (from 0x0 (do not limit minimum size) to full screen) with different dpi).
3. Use very fast (instantly) animation or do not use animation.
