"On startup: Continue where you left off" + navigating to chrome://restart = infinite restart loop

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. Enable "Continue where you left off" in "On startup" section of settings page.
2. Navigate to chrome://restart
3. Hope to hell that you can figure out how to escape???

What is the expected behavior?
Restart once, reopen all previously open tabs *except* chrome://restart page (or any other page which would cause chrome to restart, crash, or otherwise enter an infinite loop of unusable state).

What went wrong?
Chrome restarts in an infinite loop. Not aware of any simple workaround to restore usability.

Did this work before? N/A 

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 6.3
Flash Version: Shockwave Flash 24.0 r0

I'm re-opening it as a new issue because the previous one implied the issue was extension-related when its actually core functionality, lacked accurate reproduction steps, and has since been archived with a bounced address.

I should also note that I have no personally tested this for fear of entering an unrecoverable loop. I do not have a test environment readily available at this time. If this issue has since been patched and is no longer reproducible according to the steps listed above, feel free to close this issue.

Cannot reproduce in Chromium 57 builds. Works fine as expected. Probably a stable channel bug.

Tested with 55.0.2883.87 (64-bit) on Windows 10, cannot reproduce it either. Something odd is going on your side. You should investigate.

Unable to reproduce this issue on Windows-7 using chrome latest stable M55-55.0.2883.87 by following steps mentioned in the original comment. Observed the chrome restarts once and all previously opened tabs restores back to normal as expected.

dbechrd@ Could you please run chrome clean up tool, This application will scan and remove software that may cause problems with Chrome, such as crashes, unusual startup pages or toolbars, unexpected ads you can't get rid of, or otherwise changing your browsing experience. If issue still persists or fixes please reply to this comment.

No steps taken, working as expected. Please mark resolved. (Wasn't able to test on machine I had access to before).
