[DevTools] Can't scroll horizontally when emulating MacBook Pro

Reported by kaycebas...@gmail.com, Dec 30 2016

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2966.0 Safari/537.36

Steps to reproduce the problem:
1. Create a new Emulated Device in Devices tab of Settings. Name: MacBook Pro, Width: 2880, Height: 1880, DPR: 2, User Agent String: Empty, Device Type: Desktop.
2. Go to http://www.apple.com/iphone-7/
3. Enable Device Mode.
4. Use the MacBook Pro profile.
5. Set Device Mode zoom level to 100%. You should only be able to see half or less of the left-side of the page.

What is the expected behavior?

What went wrong?
You can't scroll horizontally. Behavior is consistent on other pages.

Did this work before? N/A

Thanks for the report. We need some way of moving the viewport around in 2D without introducing confusion with scrollbars that may be on the emulated page.

Merging this with a duplicate.
