Query regarding Bug Report

Issue description

I have found a bug in Chrome and to test it effectively, I need to publish a chrome extension to chrome store and then download on my browser.
Now I understand that making it public will violate the terms of the Chrome Rewards program. So, can I publish it as unlisted or private for testing and POC purpose without violating the Terms >

Thanks for your report. Are you sure that publishing the extension is sufficient for Proof-of-Concept? Maybe you can just attach your extension and instructions on how to reproduce the PoC?
