Regression: Unable to play video and menu is chopped when width of frame is 50

Chrome Version: 57.0.2967.0 dev 
OS: Ubuntu 14.04, Windows

What steps will reproduce the problem?
(1) Launch chrome and go to any of the above URL >> Change frame to 50
(2) Observe for play button to play video

Expected: Should be able to play video even when width is 50.\
Actual: Instead unable to play and on clicking on 3 dot menu, menu is seen chopped.

This is a regression issue broken in M55.

Able to reproduce the issue on Mac 10.12.1 using chrome version 57.0.2967.0

You are probably looking for a change made after 417920 (known good), but no later than 417921 (first known bad).

Issue is still seen on mac os 10.12.2 using latest chrome canary M57 #57.0.2980.0 .
