Tool tip is seen missing for Settings,Help,Lock and Shut down options in Uber Tray on Tabbing

Chrome Version: 57.0.2966.0/9133.0.0 dev-channel Paine,Blaze and Falco
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to User->Click on Uber tray
(2)Click on Tab Button until blue focus is seen on Settings option and now observe for Tool tip(Please refer Video)

Note:
Same Issue is seen for Help,Lock and Shut down options i.e. tool tip is seen missing 

Expected: Tool tip should be seen for Settings,Help,Lock and Shut down options in Uber Tray on Tabbing 
Actual: Instead Tool tip is seen missing

This is Non-Regression issue seen from M-54

I'm marking this WontFix unless there are any objections; I don't think it is desirable or expected to show tooltips when interacting with system UI using keyboard.
