Cancelling dragging a file into a file input from a Dock folder will cause the Dock to malfunction

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.95 Safari/537.36

Steps to reproduce the problem:
1. Drag a file over a HTML5 file upload thing in Chrome such as https://css-tricks.com/examples/DragAndDropFileUploading/
2. Wiggle the file around
3. Cancel by pressing escape
4. Dock freezes

What is the expected behavior?

What went wrong?
The Dock freezes.

Did this work before? N/A 

Chrome version: 55.0.2883.95  Channel: stable
OS Version: OS X 10.12.3
Flash Version: Shockwave Flash 24.0 r0

- I am unsure if this is a Chrome problem
- In the video attached you can see my clicks which don't do anything anymore
- The alt-tab window does not show up anymore when alttabbing after this problem occurs
- `killall Dock` seems to restore things
- If you don't kill the Dock the entire system will stop working eventually

Unable to reproduce this issue on Mac OS 10.12.2 using chrome latest stable M55-55.0.2883.95 by following steps mentioned in the original comment. Observed no freezes by dragging the file.

hkrutzer@ Could you please confirm is this issue seen on incognito mode as well? Did you try checking the same on other browsers as well? If not, please recheck and let us know the behavior.

I've since experienced this without Chrome, so I don't think it is a Chrome issue. I guess you can close this :)
