Flexbox in fieldset not working

Chrome Version: 57.0.2950.4
OS: Ubuntu Linux 16.04.1

What steps will reproduce the problem?

Ref: http://codepen.io/Garbee/pen/oYKMYp  for example.

What is the expected result?

Buttons in fieldset to be aligned to the opposite ends of the flex container like the div.

What happens instead?

Buttons are stacked with full line margin.

Bug 375693 introduced where this should work now, looks like a regression. Assigning this to the original bugs owner as a starting point.

Paul Kinlan just checked against the internal layout tests (ref: https://bugs.chromium.org/p/chromium/issues/detail?id=375693#c25 ). Even those are failing, so raising the priority to Need as the tests shouldn't fail for expected behavior.
