when in incognito mode, the menu still has a white background with black text

Reported by billdill...@gmail.com, Dec 29 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
I just noticed that, when in incognito window/mode, the menu is still white with black text. It should be dark background with white text for consistency. This applies to Android, Windows and iOS (I am not able to check this on macOS or Linux at the moment)

What is the expected behavior?

What went wrong?

Looks more like a feature request. Untriaged it so that it gets addressed.

Thanks.!

Sabine, could you please check this out?
just wondering if this is being considered. I think it would be a nice little 'touch', and it does make sense (its more consistent and fitting) and the incognito menu is different, it lacks the "Recent Tabs" option

This is not just an Android or Windows bug anymore.
