[DevTools] Keep Call Stack Collapsed On Breakpoint

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2966.0 Safari/537.36

Steps to reproduce the problem:
1. Collapse Call Stack pane.
2. Trigger a breakpoint.

What is the expected behavior?
Call Stack pane stays closed.

What went wrong?
DevTools opens it every time a breakpoint is triggered.

Did this work before? No 

Chrome version: 57.0.2966.0  Channel: canary
OS Version: OS X 10.11.6

It should have been fixed (see  issue 656109 ) in 57.0.2940.0 and 56.0.2924.16
