Right now there are ~1.6k issues that are assigned to owners who have not logged the system for 45 days.  This should be long enough to account for vacations and holidays, and corresponds roughly w/ one full release cycle (>42 days - 6 weeks).

No labels should change... we just need to add a comment.

Comment = "This issue is owned by someone who has not recently (w/ in the last 45 days) logged into the issue tracker.  Please review this work and potentially re-assign as needed."
