Link for remote debugging is outdated in devTools

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2950.4 Safari/537.36

Steps to reproduce the problem:
1. Open devTools and visit tab "remote devices"
2. click link to "lean more" under port forwarding
3. got confused as the linked 

https://developer.chrome.com/devtools/docs/remote-debugging#port-forwarding

Does not say anything about ports (anymore? :-)

What is the expected behavior?
The link should probably be
https://developers.google.com/web/tools/chrome-devtools/remote-debugging/local-server

What went wrong?
The link is probably outdated

Did this work before? N/A

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
