Switch as default browser notification should stop after X days |

Issue description- User has another browser as the default browser - User uses Chrome - Notification bar asks about Chrome becoming the default browser - User doesn't notice the same X at the far right Expected: - After a few days, give up and stop showing the bar. The user *is* using Chrome so it doesn't matter. Actual: - The bar is always there and ignored by the user, taking up valuable screen estate.

+pmonette has worked on this. How big is this case, do we know? We could potentially back off to one prompt per major version after the user ignores it n times.
