Non-Regression:Unwanted scroll bar is displaying in activity controls page.

Version: 57.0.2966.0 dev
OS: Ubuntu 14.04,Windows

(1)Launch chrome and login with valid credentials--->navigate to the chrome://md-settings.
(2)Click on personalise google services,Activity control page opens in new tab.
(3)Disable the button beside the app and activity,overlay displays click on pause in overlay and observe(Watch Video for reference).

Note:Activity controls should be enabled by default.

Expected:Unwanted scroll bar is displaying in activity controls page.

Actual:Instead, Unwanted scroll bar should not display.

This is a Non-regression issue seen from M-52(52.0.2709.0)series.

Unable to reproduce in on Mac but able to reproduce it on Win 10 57.0.2966.0.

This is a website bug (myaccount.google.com), not a chrome bug. Reported internal bug 34026022 with relevant team.
