Steps to reproduce:
1) visit http://techmeme.com
(2) click on top link
(3) press back button after page loads to return to techmeme
(4) attempt to scroll down to the bottom of the page
(5) verify that the screen will incessantly return to the top of the page to display the first article's link

Expected result:

Scroll down to the bottom of the page

Actual result:

If I press any anchor/hyperlink on a web page, the view will lock onto that link.  If I try to scroll away, the screen will jump back making it impossible to scroll down the page without refreshing it first.
